How can you find a designer to make custom clothes for you?

My prom has come and I have a design that I I want my dress to look like, but I have not been able to find someone to make the dress for me, at a reasonable price. (What's a person who makes call custom dresses, anyway? Custom Tailor?) I live near the area of Los Angeles and I have connections with people who know other people who design this type of clothing. How exactly can you find such things?

Go to a quality fabric store in your area. Look for material that seems somoene buy who know what they are doing and ask them. I am a fashion design student and have received job offers in fabric stores before. Not that strange. Do not go somewhere place as a Jo Ann fabric and will not be one for home decoration if not see anyone that looks good in the store to ask an employee if you know someone. I have a friend who works in a fabric store that makes prom dresses for the people I am sure she is not alone in this task.
